OFSA 4.5 'ORA-01019: Unable to Allocate Memory' Error Starting RQ on Linux with Oracle 11gR2 64-bit (Doc ID 1532986.1)

In Oracle Financial Services Applications (OFSA) 4.5.39, on Red Hat 4 (64-bit) with an Oracle 11gR2 database and client, you get the following error when trying to start the Request Queue (rq):

$ ./ofsrq -b OFSA45

Your environment variables for ORACLE_HOME, ORACLE_SID, LD_LIBRARY_PATH, INIPATH, and ORA_NLS33 are set correctly.  You have installed the required "nls" files in the ORA_NLS33 directory as described in <Document 357464.1> "ORA-01019 Error Starting OFSA RQ on Oracle 10g/11g".  And you have installed the correct versions of and as described in <Document 376656.1> "Cannot Start OFSA Request Queue (RQ) In 10G or 11G on Linux, Error Loading Shared Libraries Libclntsh.So.9.0".  However, you still cannot start rq.
