Loadhier Fails on InconsistentNAHandler Process when Using forceNAConsistency (Doc ID 1534137.1)

Symptoms

When adding a new position to a dimension using the loadHier utility with -forceNAConsistency switch, the InconsistentNAHandler throws an exception saying position A not exists in dimension B even though position A is not added to dimension B.

For example, the error may resemble this:

InconsistentNAHandler failed on domain: /rpas/domains/MFP
DimensionalityMismatch: Array 'acweeku%1' in database '/<Path_To_Domain>/data/acweeku' dimension 'ldiv' does not have position '752'.
