Time Zone Modification Updates Are Not Sent by Gateway (Doc ID 1534614.1)

Orders are not scheduled correctly because of incorrect time zone calculations after updates are made to the system time zones.  The time on the orders does not accurately reflect the time zone designated for the shift or location.
