OCSC Sends Double ERBCSM Messages Towards OCNCC (Doc ID 1534737.1)

Symptoms

A sequence of ERB (RouteSelectFailure/ Interrupt) and ERB (ODisconnect/ NotifyAndContinue) sent by OCSC towards OCNCC node.

Normally the IMSSF should stay in waiting for instruction state after sending the ERB (RouteSelectFailure/ Interrupt). The NCC should response with TC-END (CUE) or TC-END (REL). There should be no subsequent ERB (ODisconnect/ NotifyAndContinue) towards OCNCC.
