Error Bad Public Username Or Password. Database Server Error: Login Failed For User 'Pubuser' (Doc ID 1534795.1)

Symptoms

When attempting to connect to a database and configure an alias with the Database Configuration utility, the following error occurs:

P6 error: Bad Public Username Or Password. Database Server Error: Login Failed For User 'Pubuser'

Also the following error will be visible in SQL SERVER Management Studio in case that is attempted to open the P6 database (running a query for example or checking the properties of the database):

The file "C:\Program Files\MSSQL\Primavera\MSSQL##.<instance name>\MSSQL\DATA\PMDB_DAT.MDF" is compressed but does not reside in a read-only database or filegroup. The file must be decompressed. (Microsoft SQL Server, Error: 5118)
