Unable To Purchase Deal Using The *START_UNIT And *START_OFFSET Fields (Doc ID 1534872.1)

Goal

We are using PIP (Oracle Communications Order to Cash Integration Pack for Oracle Communications Billing and Revenue Management : Product Version 11.1) and tried purchasing a deal using the *START_UNIT with values 8 and *START_OFFSET fields with value 0 but the transaction fails. But if we set the *START_OFFSET field value to non-zero value we got successful result but no charges happened.

We want this product to start immediately using these fields.
