On : 9.2.2.4 version, Notifications & Subscriptions

ACTUAL BEHAVIOR
---------------
Users are not receiving any notification for Changes they need to approve.

EXPECTED BEHAVIOR
-----------------------
Expect to be notified for Changes which need to be approved

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into web client
2. Select a Change -> change status and select user to be notified
3. User does not receive the notification
