Missing System Generated Business Objects on Transaction or Access Model Creation and When Importing Content Error 'Error during loading mapped data sources : no business objects specified to return the mapped data sources' (Doc ID 1537011.1)

Symptoms

On 8.6.4.500 or 8.6.5.x version, GRC - Governance Risk and Compliance.

When creating a new Transaction or Access Model, do not see system generated Business Objects or when attempting to import seeded Access Models,
the following error occurs.

Error during loading mapped data sources : no business objects specified to return the mapped data sources

and

ModelUtil:1724 Cannot find perspective item for BO: AccessEntitlement

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Install new 8.6.4.500 (build 8.6.4.5259) or 8.6.5.x.

2. Login as admin user.

3. Create a new Transaction Model or Access Model from Continuous Control Management > Create Access Model or Continuous Control Management > Create Transaction Model.

4. Cannot see any system generated Business Objects like Access Point, Access Entitlement on Create Access Model page.

5. Importing Model or control content gives error.
