If there is a Product Security exists and in reporting rule there is a Responsible Group exists and if the Responsible Group conflicts with Product Security then User cannot see the report only Workflow Manager can see the report from the Bulk Reporting screen. In this scenario Workflow Manager needs to re-assign the reports to another group.
