Discount Not Applied Correctly For Tap Usage

Goal
On : BRM 7.4.0.0.0 version, Pipeline Manager
In a customer setup, a discount was setup for TAP usage and it was found that some of the usage was correctly getting discounted while some was not.
While investigating in the EDR dumps and comparing good and bad ones, it was found that "ROUNDED_QUANTITY_VALUE" is not populated for the bad case although the field "CHARGEABLE_QUANTITY_VALUE" is populated.
How can we resolve this issue ?
