Not Able To Connect To Testnap Utility

Installed BRM 7.5 in a test environment and initially there was no any issue with it.
Then, for an unidentified reason, suddenly unable to connect to testnap. When tried to connect to testnap, the following error was given:
Note CM and DM_ORACLE processes are up and running, and there is no problem to login with GUI client applications, like Customer Center or Pricing Center, and also able connect to database, but not able to testnap.
