Integration Manager Reports 'Failed to connect to <IP>:<port>' After System Restart (Doc ID 1539211.1)

After a reboot of the system, Integration Manager (IM) occasionaly encounters the following errors while Router displays 'Disconnected from RTS'

Looking at logs from cases when this error did not occur, IM should have been trying to connect to the IP address of the main MWM server at this point in the startup.  The FWPIP and ORS are on separate servers. In this case, all components except the FWPIP were restarted and they came up clean. IM was restarted last. How this can be avoided?
