REL Loading Performance Degrades As The Partition Gets Full (Daily Partition)

The performance of REL degrades as the partition is getting full. In the case of daily partition, once we reach the 25/30 million mark the performance gets degraded. This happens when we are having a backlog (due to pipeline crash or restart) and we need to rate and load more than one days worth of CDR's.
This is happenning because of scattered indexes. So we stopped REL for a while and rebuilt the indexes for the partition and started REL. This helped the performance of the REL.
We do have Stats for this partition. When the partitions are created, we import the stats as if the partition is full with 30Million CDR's.
