Location Move Schedule Batch Exhibits Poor Performance and Fails with "ORA-01400: Cannot Insert NULL" Error

The location move schedule batch is processing for several hours and fails with the following error:
Steps to Reproduce:
- Log in to RPM.
- Navigate to locationMove->Maintain Location Move.
- Create a new location move request of one zone to another.
- Notice that the batch takes a long time and fails with the ORA error above.
