Error: "Login failed" When Connecting to P6 From Primavera Risk Analysis With Web Services (Doc ID 1541400.1)

Symptoms

When attempting to  run the connection between P6 and Primavera Risk Analysis the following error occurs.

Error:

Login to failed for user XXXX
Please check that you have entered the correct information and that the services are running on the remote machine.
Error:
Code = 80041b5c
Code Meaning = IDispatch error #6492
Source = P3eIntegration.P3eJLink.1
Description = Error - Login failed.

The import log shows the following:

org.apache.cxf.service.factory.ReflectionServiceFactoryBean buildServiceFromWSDL
INFO: Creating Service {http://xmlns.oracle.com/Primavera/P6/WS/User/V1}UserService from WSDL: http://<host>:<port>/p6ws/services/UserService?wsdl
java.lang.NullPointerException at p3eintegration.P3eSession.connect(P3eSession.java:293)

Note: The Web Services demo runs successfully with the same user name and password.
