A Count of Text Categories Over 2000 Characters Is Not Recognized in an Advanced Function

Symptoms
An Advanced function that checks the "length" of a text-based category that has greater than 2000 characters,will always return a length of 2000 for text categories with more than 2000 characters. Also, text categories with greater than 2000 characters cannot be "edited" in a Scorecard.
For example, when using an advanced function to display the “length” for a text category (such as “I.A.1 Project Description” - which is in the CPIC configuration), PPM passes a value of 2000, even if it has more than 2000 characters.
Here is an example of how to reproduce this behavior:
Step 1: Initialize a "test" category with 3000 characters of data

This occurs for all PPM releases newer than and including PPM 9.0. PPM 8.0 SP2 and older releases do not encounter this behavior.
