Multiple Device Swap In One Request Is Generating Incorrect Service Order (Doc ID 1543231.1)

Multiple devices swap in one request is generating incorrect service order.

Steps to reproduce:
1. create an account with 3 number devices for the broadband service.
2. call "PCM_OP_CUST_UPDATE_SERVICES" to update the three number devices with the three new number devices and a new MSISDN on each new number device.
dis-associate the old number devices (3 of them) with the broadband service and associate with the new number devices (3 of them) with new  MSISDN

dis-associate the first one number device and associate with the new number device with  MSISDN.
dis-associate the other 2 existing number devices without associate the new number devices to the broadband service.
