Unable to Access to Attachment File Through Web Client with the Preferred File Server is Down While It Works on Java Client (Doc ID 1543341.1)

Symptoms

When attempting to get, view, open attachment file through Web Client, the following error occurs.

ERROR
-----------------------
"The preferred file server : http://<filemanager_hostname>:8080/Filemgr/AttachmentServlet for user : <username> is down. Please contact the system administrator."

WHAT IS WORKING
-----------------------
- User can get, view, open attachment file from Java Client

FACTS
-----------------------
- Can see status all "Success" when connecting to File Manager Configuration Page (http://<filemanager_hostname>:8080/Filemgr/Configuration)
- Telnet from application server to file manager on port 8080 fails with connection refused.

STEPS

The issue can be reproduced at will with the following steps:
1. Login to Web Client
2. Open item with attachment and get file
