What Are The Possible Reasons For Orders Missing In BRM Database (Doc ID 1544349.1)

Noticed a scenario on AIA-BRM production system where an order has the status "COMPLETE" in Siebel but it doesn't  exist in BRM database.

What are the possible reasons which might lead to such issue?
