Web Service Request Interpretation of Timezone and UTC Offset

Goal
After configuring time zones for an Asian region and orders are not being scheduled as expected. We created a timezone, which is UTC+0700 and assigned the relevant drivers/depots/shift templates, made the necessary shift template changes and Shifts were updated as expected for local time.
We sent this update_stop request to create the order:
Notice: <START_TIME>0300</START_TIME><DURATION>0200</DURATION>
We expect this to be scheduled between 10:00-12:00 local time considering 03:00 +0700. However, the stop is being scheduled between 03:00-05:00 local time.
