Number Administrator Client Tool Search Function Does Not Work With "?"

Symptoms
On all versions of Oracle Communications Billing and Revenue Management (BRM) up to 7.5.0 patchset 4, an issues exists when attempting to search in Number Administrator with a single character wildcard ("?").
When searching in Number Administrator with "*" in the place of the block name, all the expected blocks are returned however when searching with a "?" (for example "C?") in the block name field, no results are returned.
It is expected that the "?" character is treated as a single character wildcard as per the documentation.
