Symptoms
On : BRM 7.5.0.0.0 version, SIM Manager
A user is able to create a sim order without providing values for
1) SIM Prefix
2) IMSI Prefix
3) Transport key
4) Graphical profile
5) Electrical profile
6) Carrier name.
Also he/she is able to create sim number, IMSI number in 2 digits.

Not validation happening
EXPECTED BEHAVIOR

The PCM_OP_SIM_POL_ORDER_CREATE policy opcode should be called while creating the order, so that one can handle the validations in the policy opcode.
