Combo Box and Radio Button Fields Are Missing OptionText and OptionTextFlag Values Causing Numeric Value To Display Rather Than Descriptive Text V8 to V9

Symptoms
On : 9.6.0.0 version, Conversion from version 8.0
Actual Behavior
Status Code in V9 shows code values instead of descriptive term for then Segment Status Code field.
Comparing the current Segment Summary Screen in V8 to V9:
In V8 the Segment Status Code pulls the text value – Active
In V9 this same fields pulls the numeric value of '01' and we are unable to get to pull the text value which is required for our business users.
Expected Behavior
The Status Code in V9 should display descriptive text as it did in V8
This issue could not be reproduced locally using a V9 database and V9 code. The problem can only be reproduced when starting with V8 data which does not have AsSegmentField: OptionText and OptionTextFlag fields populated.
Business Impact
The issue has the following business impact:
Due to this issue, users must look up the code values for Status Code or any other field which has OptionText.
Note: Although reported in the Segment Screen, this issue could occur in any field which uses OptionText.
