Application Server not Starting Up With Error: "You have exceeded the number of allowable login attempts and your account has been locked"

When attempting to start Agile Application server, the following error occurs in console or the Agile Application Server log:
You have exceeded the number of allowable login attempts and your account has been locked.
Please contact your PLM Administrator. at com.agile.admin.security.userregistry.DBUserAdapter.processBadLogon(DBUserAdapter.java:444) at com.agile.admin.security.userregistry.DBUserAdapter.checkUserLocked(DBUserAdapter.java:923)
