Pin_rerate Does Not Automatically Allocate Event Adjustments

Symptoms
pin_rerate creates Event Adjustments to reverse the value of the original event prior to creating a replacement event.
However, because the Event Adjustments created by pin_rerate are not allocated to the original event, the following issues arise:
1. It is possible to apply adjustments, disputes and settlements to the original (re-rated event) via Customer Center.
2. It is possible to violate the rule that the total value of Event Adjustments cannot exceed the value of the original event as adjustments can be applied to both the old and new event.
