Pipeline Startup To Be Decoupled With REL Loading

Symptoms
If there are REL files yet to be loaded (REL Backlog) and if we have to restart pipeline, it puts a lot of pressure and dependency to load them before we start the pipeline. This typically could take anywhere between 1 hr to 2 hrs to start the pipeline startup. So we should have the ability of decoupling the startup with rel and have a process to reload the rejects and any backlog files in the meantime and have them synced to memory automatically.
