Symptoms

When attempting to run the Actions Queue Viewer, the following error occurs:

The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID
{05D1D5D8-18D1-4B83-85ED-A0F99D53C885}
 to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost (Using LRPC). This security permission can be modified using the Component Services administrative tool.


STEPS

The issue can be reproduced at will with the following steps:
1. Attempt to log into Actions Queue Viewer (or another PPM utility) using the PPM Admin account
2. Error occurs

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, we cannot see what actions are in the queue.
