Goal

On all versions of Oracle Communications Billing and Revenue Management (BRM), while migrating accounts, Conversion Manager (CMT) populates /item.EFFECTIVE_T with the migration date instead of 0; whereas on regular account creation, items are created with an effective_t of 0.

The BRM Documentation states that for /item:

Therefore, it is expected that items be migrated with an EFFECTIVE_T=0.
