CMT Populated /item.EFFECTIVE_T with the Migration Date Instead of 0 (Doc ID 1549811.1)

Goal

On all versions of Oracle Communications Billing and Revenue Management (BRM), wzhile migrating accounts, Conversion Manager (CMT) populated /item.EFFECTIVE_T with the migration date instead of 0; whereas on regular account creation, items were created with an effective_t of 0.

The BRM Documentation states that for /item:

PIN_FLD_EFFECTIVE_T

Date when this item was opened (billed). 0 means item has not yet been billed.

Therefore, it was expected that items be migrated with an EFFECTIVE_T=0.
