Signoff Duration Not Calculating Correctly (Doc ID 1550792.1)

Symptoms

When attempting to view any signoff duration on activities or changes they all show as 0 even if the approver is in awaiting to approve status for weeks or months.

 The issue can be reproduced at will with the following steps:
 1. Log into Web Client.
 2. Go to any activity or change order | workflow tab.
 3. See that all the signoff durations show as 0 no matter how long they have been awaiting to approve or have approved longer then a day.
