UI connection errors and sometimes slow or flickeirng behaviour, with connectivity problems especially after commits due to messages file mismatch

Information in this document applies to any platform.
Sometimes the user may see erratic behaviour in the UI, for example "flickering" and errors on transaction commits. Also common connectivity error messages such as "Another user has changed..." and the "...lost connection to server...". The following messages may also be seen in the policy server logs
Although many of these conditions could be caused by a number of problems, these are normally seen during larger transaction commits such as device manage actions.
