Viewer Tries to Load too Many Partitions when Targeting to a Device "Too many devices" Message (Doc ID 1551575.1)

Symptoms

Viewer tries to load way to many partitions when trying to target a device in the viewer, get the message that ces_max_objects 1000000 exceeded. Panning around, it is evident that lots of unrelated background partitions have been loaded.


Web Workspace Viewer, try to load a feeder, get the error:
Too many devices
1,279,749 devices were attempted to be loaded.  The maximum is configured to be 100,000.
Please request fewer objects.

Client Java Log error: Viewer.TOO_MANY_DEVICES


Motif Viewer error:
The ces_max_objects limit (1000000) has been exceeded. No more maps can be loaded.

Environment log:
05/02 11:07:34: VIEW;0;1:7962 0x7facf64ab700,ctp=0x924598,"messageHandler::focus" *WARNING* MvViewApp::loadMap( /home/nms/data/P0123_lb.mac ) -- unable to load any more maps.
Too many objects in memory (1000000).
