An ASP That Is Not Available for a DAP Operation Stops Call Progress

When attempting to use a DAP (Data Access Pack) operation to an ASP (Application Service Provider) that is unavailable, DAP halts the calls progress, as nothing is ever returned to slee_acs to allow call to continue. The following DAP error reports the connection to the ASP is refused:
It does not stop other calls, but all progress for the DAP call halts and never resumes, as it's waiting for a response that DAP never provides. Eventually the internal SLEE Dialog will be closed as either; the subscriber will hang up (generating an abort), or the slee_acs AWOL process end call. Neither should occur since DAP should immediately respond to slee_acs that it is unable to fulfill the request.
