How to Resolve the EAI_JS Connection Error (Doc ID 1551889.1)

Once a day, on every create account, add service, or purchase deal actions, there were JS errors at cm.pinlog. To workaround this error, the user had to stop and start eaj_js.

And, the user had configured EAI to not publish events in cm/pin.conf:
- fm_publish enable_publish 0
