Unable To Execute load_config -h Command

Goal
One user has installed Billing and Revenue Management (BRM) 7.5 Patch Set (PS) 4 on /home/pin1 and Elastic Charging Engine (ECE) + Pricing Design Center (PDC) on /app/ecebrm.
After installing the PS4, the user is not able to execute few utilities like load_config from /app/ecebrm instance, error message is as below :
[ecebrm@<hostname> bin]$ pwd
/app/ecebrm/PDCNEW/apps/bin
You have new mail in /var/spool/mail/ecebrm
[ecebrm@<hostname> bin]$ /home/pin1/opt/portal/7.5/bin/load_config -h
/home/pin1/opt/portal/7.5/bin/load_config: error while loading shared libraries: libpcmcpp67.so: cannot open shared object file: No such file or directory
