Database locks cause queue size increase and poor policy server performance (Doc ID 1552443.1)

Symptoms

The users could not login to the IPSA system, warning messages were also appearing in the policy server logs

The customer had already increased the following settings in the cman.cfg file:


-QueueSize 9500
-QueueHighWaterMark 8500

Changes

There were no configuration changes to the system prior to the problem
