When the user tries to start the IPSA system using "ipsacm start" some of the processes do not start and in the cman.log messages, there is a mesage like "...got a bad IOR, failing" .
Recent upgrade or downgrade of the system, or a change to point to another DB. Usually occurs when the user is swapping out a cman.cfg file for a backup one
