Why Is It Not Possible to Edit Item Description When User is Set to Use Portuguese Language? (Doc ID 1552980.1)

When a user that is set to use Portuguese is logged on, it is not possible to edit fields "Description" and "Secondary Description" on the Item Master form.  When user set to English is logged on, it is possible to edit these fields.  Why is this?
