How to distribute collections across distributed runtime query workers?

A distributed runtime has a query coordinator and some number of query workers.  The query workers do the task called rule evaluation.  There are some number of workers that have a specific set of collections to process so that this task can be done in parallel.  For a given search rule evaluation is the largest task in the processing of the question.  It includes using the facets against the collections to gather documents, then using the rules on these documents and scoring and ranking the documents.  The collections need to be distributed evenly to maximise the benefit of the parallel processing.
