Getting Error For ATO With Transfer from Sourcing - Configuration Will Not Be Created (Doc ID 1555612.1)

On : 12.1.3 version, Transaction Entry

When attempting to book and progress an ATO sales order and when progressing the order, the following error occurs.

ERROR
-----------------------
Error - Configuration will not be created as Config BOM was not created in any org for MODEL CSX GEN B
Action - Enable the Config BOM Creation allowed BOM parameter for at least one Manufacturing org

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Orders, Returns > Sales Orders
2. Sales Order form, Line Items tab, with the cursor on Line 1.1, Ordered Item: CSX GEN B.
3. Attempted to book and progress an ATO sales order and when progressing the order was given the error.

Checked that the parameter was already enabled/checked for Config BOM Creation Allowed in the manufacturing org
The sales order is to be shipped from org L80 and to be manufactured in org L12. L12 has the BOM parameter set.
Why is this error given?
