Service.create Method Not Working In ASAP ConnectionHandler Class But It Works Standalone

Symptoms
The standalone code in ASAP server seems to work fine but when tried through a connection handler it does not seem to progress.
The Jar file that is being used is working fine as standalone, but through ASAP, we are having blocking issues.
The objective of the connectionhandler is to get a port so that the service on the remote WSDL can be invoked. We have the following statement in the code which works fine when run as a standalone:
