Symptoms

Find that the Stock Count - Snapshot does not get updated in certain situations:

Allocation and transfer shipments posted late do not update the snapshot in STAKE_SKU_LOC if the stocktake_date is same as the tran_date (processed in RMS after stocktake_date).

Steps to recreate:
1. Create a stock count in RMS (unit only).
2. Run stock count batch explode and capture snapshot of the count.
3. Create two messages for allocation shipment and transfer shipment with tran_date = stocktake_date.
4. Publish the messages on stocktake_date > tran_date.

Since these messages were from tran_date = stocktake date, they would have updated the item_loc_soh if they were not late.
However, when they are posted the next day or any day after stocktake date, they should update the snapshot in stake_sku_loc:
1. Stock onhand for TC 32
2. In transit qty for TC 30

The stock count variances are incorrect resulting in incorrect inventory valuation.
