Error While Extending OUCSS Custom Portal

Customer was attempting to extend the Oracle Utilities Customer Self Service (OUCSS) product by implementing custom ADF taskflows and deploying them WebCenter where they can be access through the Resource Catalog and added to pages. They were following the instructions provided in "Whitepaper: Customizing and Extending OUCSS Custom Portals". Two issues were found while following this process:
1.) After coding their custom ADF taskflow, creating the deployment artifacts, and deploying to WebCenter managed server (WC_CustomPortal), WebCenter was unable to load the artifacts:
2.) Once the above was resolved and the module was successfully loaded, the custom ADF taskflows were not visible in the WebCenter Resource Catalog
