Suspend Order Does Not Stop Tasks From Components Running In Parallel To Be Accepted And Executed

Symptoms
When suspending an OSM order calling the SuspendOrder WebService from a XQuery Sender Automated Task the Target Order State changes to Suspended but the order orchestration components running in parallel continue accepting and running other tasks.
The expected behavior was that no other tasks would be accepted in the same component and in other order components running in parallel (already accepted tasks should complete).
Invoking the ResumeOrder WebService should revert the order state back to In Progress and new work items should be accepted and executed.
