IM Upgrader Fails While Attempting to Remove Duplicate Content

When running this part of the upgrader with an input file, the input file should be updated with some records cleaned up and there may still be some problem articles remaining.
If the output file of duplicate content is the same each time, it could be that the upgrader is not reading the input file. Please check the command and location of the file.
