Changing the default regional settings leads to many issues in Argus Safety Japan (Doc ID 1558883.1)

Symptoms

Issue#1)  Japanese character garbled after being booked.

  Steps to reproduce:
    1. Login to Argus as Argus-J account
    2. Navigate to Case Action --> New
    3. Set the Japanese product name
    4. Set the Japanese event name
    5. Book-in
    6. Open the new case and click the product tab
       

    7. Open the event tab
   

 Note:
 The garbled character were stored in the case_xxx tables.  This issue is seen only the booked-in.
 When re-selected and re-coded the product / event name, the Japanese product / event names were displayed properly without any garbled character.

Issue#2) Cannot open the PMDA Paper report

* When print the scheduled PMDA Paper report, the following error# 305200002 "Error in generating PMDA Paper Report" was displayed.
   
   

* When select view format "PMDA Paper report" in the E2B viewer, the following error was displayed.
    ------------------
    Server Error

    404 - File or directory not found.
    The resource you are looking for might have been removed, had its name changed,  or is temporarily unavailable.

* The following errors was an output in the Argusvr2.Argusvr2.D_xxxx_.log
