PasswordChangeDialog Does Not Identify Service Type Correctly (Doc ID 1559256.1)

Symptoms

The user has a custom service type '/service/custom' for example similar to /service/admin_client.

When trying to implement 90 day password change with change.expired.password=true, the Change Password (PasswordChangeDialog.class) dialog defaults service type to /service/admin_client rather than look up customercenter.loginType=/service/custom

To implement PCI standards for custom type, the hard coding needs to be removed.
