Bandwidth Assignment Reflects on the CLR/DLR and is not Actually Assigned in Reconcile (Doc ID 1560471.1)

If a bandwidth assignment reflects on the CLR/DLR and is not actually assigned in Reconcile.  Currently can not double click into the CLR/DLR assignment and make the assignment, have to go to the Actions Area and go into Bandwidth to re-assign it.

When a bandwidth assignment is removed from the reconcile window, the bandwidth block design lines that are marked as ‘D’ on the CLR/DLR does not let the user make the assignment back by doing a double click on the
bandwidth block design lines. In this case, the Assign Connection option is not available.

Expect Bandwidth Assignments to work just like Facility and Equipment Assignments. If somehow the design falls out of Reconcile, should be able to double click into the CLR/DLR Assignment and assign to it.
