How to use API_CONFIG_SETTLEMNT procedure (Doc ID 1561010.1)

We are in the process of the implementing Deductions and Settlements management module in Demantra and getting the below error as first implementation steps.

ORA-20002: FAILURE : Neither one of the alias Levels has been modified.
ORA-06512: at "API_CONFIG_SETTLEMNT", line 148
ORA-06512: at line 1

I have few more questions also on this, which are as below.

1. How can I update the following two parameters? Is it only from backend / any other setup ?

2. Is it correct that the values of these two parameters refer to a hierarchy table, which holds a record in GROUP_TABLES? Is my below query correct ?
select group_table_id, table_label, search_table, pname, pval
from group_tables a, sys_params b
where b.pval = a.group_table_id
and b.pname like '%Settle%'

3. Is it right to give the values of these two parameters for this api call ?
exec API_CONFIG_SETTLEMNT (is_locationextension => '20',
is_productextension => '232');
