Change Password in Collection Center Not Functioning

Installed Collection Center from "16687429-7.4PS17-CollectionsCtr_official.zip" on Windows 7 PC, Change Password function is not working correctly.
Steps to reproduce.
1. Logged into Collection Center
2. Go to File/Change Password,
- Enter the existing password and a bad new one
- Enter the existing password and a valid new one
- Enter only 2 or 3 characters
There is no any message returned, and there is no no CM log or Collection Center javaCC.log at all for tracing.
Appropriate messages need to be displayed.
