 1)  DST in Pipeline (how to handle the changes in UTC offset that must be recorded in the file header vs records in the file body, when handling a mix of records occurring before and after DST occurs);
- DST combined (CM/Pipeline)
- delayed records occurring before the DST but coming in after the DST to the pipeline, and being inserted in CM along with balance impacts: will the DST be taken into account in a correct way?
 2)  The UTC offset in the pipeline grammar is static; one is considering making a script to change this and hooking it up in cron; we do not know exactly what is the impact of not having the correct time on the pipeline files - assuming they are used only for information, but would like to get a confirmation..
 3)  Suppose it is required to convert the timestamps to a date/time, so how it should be done that to ensure BIP will present this information correctly?
 4) The conversion that shows up in the report to the user is done where exactly?  Moreover, if we do have to call some to_date or whatever oracle's sql function, which one should we call to ensure it will display correctly?
